  9.     The New York Governor signed a bill restricting "dwarf
  10. tossing" and "dwarf bowling." In tossing, a consenting and
  11. harnessed dwarf is hurled toward a mattress; bowling entails
  12. a dwarf's being strapped to a skateboard and rolled at a set
  13. of pins. Cuomo called these diversions "strange."
